    The cabinet approved a mobile unit for Ayia Napa on 29 October 2025 at 10,000 m³ a day for five years, and on 22 January 2026 enlarged it to 15,000 m³ a day for seven years. It was to stand on state forest land at a former camping site near Nissi beach and start in October 2026.

    The plan met strong local opposition. In February 2026 the Famagusta District Local Government Organisation (EOA) wrote against a plant at the entrance to the resort, and hoteliers pointed to Nissi and Makronissos beaches and complained that there had been no consultation and no impact study. At a meeting chaired by the minister on 27 February 2026 the project was moved to Agia Thekla beach as a permanent plant of up to 30,000 m³ a day, and local authorities and hoteliers signed minutes accepting responsibility for any shortage this caused in 2027.

    The tender for the mobile unit drew three bids and was closed without award on 15 July 2026. The cabinet cancelled the unit on 2 September 2026, the same day it approved the permanent Agia Thekla plant, now due in 2030.
