    The East Limassol plant is planned for the coast at Monagroulli, next to the Limassol district water organisation's sewage treatment works at Moni. At 60,000 m³ a day it would be the second permanent plant for Limassol, after Episkopi, which cannot meet the city's summer demand on its own.

    It was approved before the cabinet decision of 2 September 2026, which listed it with three new plants. Finding a site took time: seven candidates were screened, and earlier options, among them land of the Electricity Authority of Cyprus (EAC) at Moni, ran into objections or planning limits. In May 2026 the ministry proposed expropriating about 45,000 m² of private land at Monagroulli for €1.455 million. The plant is to be a public-private partnership, with a private investor running it for 25 years. Construction is estimated at €80 million. The Water Development Department (WDD) expects to tender it in 2027 and to have it running in 2029. The government says the new plants will use renewable energy where feasible.

    Several questions are open. The environmental impact study has still to be prepared. The Monagroulli community council objects that the site borders its tourist zone and was chosen without consultation. Residents have also reported sewage discharges into the sea next to the site, which the Environment Department is investigating. In September 2026 no tender had been issued.
